You cannot: the voucher waiting list at nearly every housing authority, Southern Nevada's included, is closed or years long, so the fastest help is the kind that is not Section 8, such as tax-credit buildings with their own lists, emergency rental assistance, and income-restricted apartments that rent below market without a voucher.
Senior apartments are ordinary rental apartments with an age restriction on who may live in them, allowed under the Housing for Older Persons Act exemption to the Fair Housing Act, and they come with a lease rather than a care plan: no nursing, no help with bathing or medication, and usually no meals.
There is no single application: each program sets its own age, usually 62 for the federal ones and often 55 at tax credit properties, an income limit expressed as a share of the area median income for your county, a status and screening check, and for the deeply subsidized programs the real qualification is surviving the waiting list.
Independent living apartments are age-restricted apartments rented with services attached: meals, housekeeping, transport and an activity program bundled into a monthly fee under a residency agreement rather than a plain lease, with no licensed care included and nothing about it covered by Medicare.
Call 211 first, because it is the staffed national line that knows which county, city and nonprofit emergency rental assistance funds are open this month, then the local Continuum of Care, the one-time charity funds, and a written payment plan with the landlord, all of it inside the deadline the notice gives you.
